of 178 countries. The country targets to be in the top 10 by 2010. Fraser
Institute Economic Freedom Index 2007 ranks Mauritius as the 22nd freest
economy out of 141 countries with an overall score of 7.5 out of 10.

Communication
Mauritius provides a state-of-the-art telecommunication
infrastructure with availability of ISDN, IPVPN and IPLC connections and leased
lines amongst others. Mauritius has a high telephony penetration rate with 3
established telecom companies servicing over 350,000 telephone lines and
700,000 cellular phone users. The country is connected to the SAFE-SAT-3 fibre
optic cable enabling high bandwidth connectivity with Europe, South-East Asia
and Africa as well as the forthcoming satellite to fibre optic cable data
transfer.

Education
Mauritius offers both the British and the French secondary
schooling systems with internationally recognised certification at the end of
the educational cycle. The Cambridge GCE “O” and “A” levels as well as the
International Baccacalaureate and the French Baacalaureate are the most common
certificates awarded.

Private high-end clinics deliver health care services as per
international norms and standards. These clinics also provide facilities for
minor surgery and cosmetic surgery.
Charges are around US$ 125 per bed night in private clinics.
Major clinics have agreements with medical insurance providers such as the
Caisse des Français a L’étranger and the DKV group (Deutsche
Krankenversicherung AG).
For those seeking the reassurance of EU surgeons, Reunion Island
is a 30-minute flight away, with medical facilities that can accommodate
clients at short notice.

Tax
Mauritius provides for a flat homogenised tax platform at a low
15% for both corporate and personal income. In addition, the regime has no tax
